Use things like Casper the Friendly ghost and the like. Halloween can be fun for the little guys!

I don't think you should make a non-scary haunted house. No offense, but that'd be really lame.
My co-worker spent the past two weeks decorating his house and made an amazing haunted house. As an adult it wasn't scary, it was awe-inspiring. I guess it's like anything else in life, you get back what effort you put into it. The kids weren't scared either, they loved it. It was seriously amazing.
Don't worry about it being scary. Put a lot of effort in and it'll be legendary. Your kids will be popular and everything will be a success! Hooray!

How small of children are you talking about? If they are pre-school age, I suggest a Sesame Street themed party, complete with The Count, his bats, Oscar the grouch, and the monsters.
You can also use pictures of the other SS characters wearing masks. You get the idea.

do a maze or haystacks or corn I have seen someone get chain link fences and cover them with traps so they can see through. have some scary things in the corner (non moving) but not enough to freak them out.
