Bells on cats I understand, stops them sneaking up on things and eating them for their dinner...who the hell is going to get snuk up on by a cow?

It's in case a cow wanders off or gets lost, then they're more easily located. That's why they're so loud, it's easy to hear them outdoors over a long distance.
