The USSR was established in December 1922 (on December 30 or 31, I don't quite remember) as the union of the Russian (colloquially known as Bolshevist Russia), Ukrainian, Belarusian, and Transcaucasian republics. Russia never changed its name.

Russia never changed it's name. The USSR was a confederation of communist countries (15) that were connected to Russia economically and by treaty. Also by brute force of the Russian army starting in 1922, but it was dissolved in 1991. In it's place was the Confederation of Independent States (CIS for short.)
