my friend is messing with my other friend ( they are both married ) is it ok to just flirt ?

YES! because that's almost like cheating (or maybe it is already) no matter how shallow their flirting is and their reasons for doing so. if you're married to the married guy/girl your friend is flirting with, would you feel it is good in any way?

No it's not just flirting can lead on to more and usually it does, Tell them to go home to their own spouse and flirt with them.they should of stayed single if they want to act like they aren't married.

Yeah definitely bad, if they would put the same energy into their relationships at home they would be much happier, and no one would get hurt, eventually this will blow up in their faces. I am speaking from experience here.
