Absolutely not. Tetras are tropical and absolutely need to be kept at minimum temps of 78 degrees. They are not nearly as hardy as people are led to believe - if your ammonia/nitrite levels are not at 0ppm (and they never will be with goldfish), your tetras will show signs of distress and may die.
Goldfish, on the other hand, are coldwater fish. Keeping them at tropical temperatures will kill them in the long run as:
a) the temperatures will constantly stress the fish, lowering its immune system, leaving it more susceptible to disease, and
b) warmer water holds less dissolved oxygen - goldfish require more oxygen than tropicals.
Also, goldfish tend to grow quite large. They will eat anything they can fit in their mouths - including smaller fish.
For the record, guppies and mollies are not tetras.

I think they can but goldfish are more work then most people think and if kept properly they will eventually become big enough to eat the tetras. Unlike what someone has said you can keep the ammonia and nitrite at zero in a goldfish tank, I have 3 goldfish tanks and they are all at zero with 20-40 nitrate. To keep the water healthy though you need to keep up with the water changes, once a week, and make sure your filter is strong enough but not too strong to push the tetras around. Good placement of plants and other decor can break the flow from the filter so its not too strong though. Just make sure your tank is big enough too otherwise you may lose them all and that you have hiding spots in case any get a little aggressive.
Oh and about the temp. Yes goldfish are cold water fish but that doesn't mean they need to be in cold water. They are actually more active when the temp is warm, around 68-78 is fine. I keep mine around 72 during the winter so they act like normal, and during the summer the temp can get as high as 86 and they are fine.

EASY answer...
Godlfish like their temp cold, around 62-68 degrees...
Tetras NEED their temps warm at 74-78 degrees
(it seems like a tiny difference but its REALY not!)
While you CAN keep them togehter youd have to have your temp high for the tetras and as your goldfish mature they will eat something as small as neons and guppies, and your goldies wont be healthy because the water will be too warm and wont live long and healthy as they should...
Its like taking someone from alaska, and putting them in the middle of the arizona desert...
the heat stress on the goldfish will damage the immune system and can make em very sick and eventually will be the cause of death (unless and illness from the high temp gets em first)
The neons id stere clear form as any kind fo beginner fish, they are EXTREEMLY delicate little fish and th stress of being in with something like a goldfish will kill them (if they dont get eaten first)
Id pick one or the other...do you want goldies or tropicals?!
from there if you go with tropicals id stick to hardier tetras serpea are gorgeous and tough as nails) small danios (zebras and leopards fast as hell and pretty to boot) and mollies, platies, swordtails and even guppies...just be wraned your mollies platies guppies and swords are livebearers hence you should add something fast and larger (serpeas) to eat the babies otherwise youll find yourself needing a bigger tanks VERY quickly!!!

most of the tetra's are community fish (piranha's are tetra's) and do well in community tanks. livebearers tend to be excellent community fish as well. Do not keep goldfish in a community aquarium. Goldfish are cold water fish and should be kept with other goldfish.

i had all of them together in the same tank when i started the tank. they got along just fine but the only thing that happened was that Gold fish made the tank dirty so much cuz it's a very high maintance fish. and it also excrete amonia which is not good for other fish especially neon tetra cuz it's very very delicate fish. so they are gonna get along fine but neon tetra is gonna die if you keep gold fish in the tank. good luck!!

yes they do. Tetras r extremely delicate though, and goldfish are hearty so make sure you have the right ph balance in your tank b4 putting your tetras in
