The car has to meet US safety and emissions requirements. As to what these are, there are books of different regulations. If you want to import one, I suggest that you check with a reputable "grey market" dealer who is familiar with upgrading European cars to US Standards. I ran into this problem when I wanted to bring my European standard BMW home with me from Germany when I got out of the service and it was just too expensive a proposition to get it to meet US standards.

Depending on the State regulation really.

Emission requirements, safety requirements, car design and layout requirements. The list is endless.

Or maybe Peugeot just can't sell very well in USA.
