Since you refer to "petrol" instead of gasoline, I'm guessing that you are not located in the USA. None the less, I'm betting that wherever you are located, there is a tool rental business somewhere in the vicinity. If that is the case, your best bet will probably be to rent the cement mixer. Unless you plan on using the mixer over and over for many years to come, rental is the only way to go.
As for purchase, the same tool rental outlet will probably be glad to sell you one. You will also probably find them for sale at your nearest masonry supplier. Any brickyard should have them.
