First consider the SEASON and actual weather in your area. You won't want to wear a summer dress (think floral or gingham print) in November but since it is in West palm beach something sleeveless, cap sleeve would be appropriate. Then an evening wedding calls for evening wear which is more of a tea length (no ball gowns or minis), and black is always safe but darker colors feel more appropriate for evenings.
Maybe look for a strapless, navy, umpire wasted dress with a full skirt?

Its hard to say without knowing the level of dress of the ceremony itself. However, just considering the time and location, I would expect at least a semi-formal dress code up to formal. That would mean for Men at a minimum a suit and tie. For woman, at a minimum a dress, leaning more toward say a black evening gown.
As I said without knowing how formal the ceremony will be, this would be my recommendation. Typically, I believe the dress rule is an evening ceremony is more formal than one done in the afternoon.

I would wear Gouchos, with a nice longer shirt ( make sure it's the same material.) And for shoes..it's on the beach...for me it's easy to walk on the sand with high heels. I would wear heels with at least one color in common with your goucho's. Maybe a large belt with a color most in common with your shirt. If you have some meat on your bones girl, then no belt..It just doesn't work.

You should where a nice evening gown that does not drag. One that maybe knee length and has a inkd of dark color.
