It all depends on the style. You have to have a guts to wear OTK boots, which aren't the same thing as thigh high boots. OTK boots only go a few inches over the knee, thigh highs go halfway up the thighs at least (all depending on the length of your legs)
I like all boots on women actually, especially with skirts and hose. I wish more women would wear boots more often.
As for your choices, those OTK's are sexy and hot. But those knee boots are ugly and shouldn't be worn. There are hundreds of examples of knee boots better looking than those.

Knee high boots are fine. Over the knee boots are trashy. Think Pretty Woman.

I think knee high boots because over the knee boots would feel funny when you walk.

I hate over the knee boots to me they just look trashy no matter what you wear with them. Knee high boots are definitely sexy I love them. I usually love anything Jessica Simpson wears but that first pic of her was awful i was a little disappointed.

I Love the first one surprisingly, I usually think over the knee boots look kind of hookerish, I also love the second pair.

My personal preference is for knee high boots. I generally refer to the other as thigh high "Come-f--k-me" boots.
