I think bright kids glow all the time, just can see them better in the dark.., lol

They may glow in any situation, regardless of ambient light. If they did glow in the dark it would make seeing them on their bikes at dusk a whole lot easier.

Some have an inner glow but mine don't. However, my father told me when he was a child he was so bright, that his mother called him sun: )
