Circumference is just pi (3.141592653...) times diameter. And diameter is twice the radius.

So you just need to figure:
C = pi * d
C = pi * (2 * r)
C = pi * (2 * 3)
C = pi * 6
C = 3.14159 * 6
C = 18.84954 inches.

Now round that to the nearest hundredth:
The circumference is 18.85 inches.
