There is law in my city that will allow me to call the cops on my neighbors for their barking dog. If they get called twice they will get a $100 ticket and if 3 times in two years they get charged with a misdemeanor. Do I approach them first or call.
Reason no to approach is if they don’t fix it they know or suspect who called and I have observed these neighbors they are petty and something may happen. But is it not the right and neighborly thing to do to approach them first.

I would perhaps send them an anonymous letter with no return address stating your concern, in a nice way, you know saying perhaps they are unaware how disturbing it is to others and that you are giving them the opporrtunity to remedy it, however if they do not, you will be making a complaint. Mail it, wait a week or so and if it still persists make the complaint.

You are covering their interests and yours.

The right thing to do is give them a fair warning. Approach them in a civil manner. If they get out of control, well then just leave. And next time it happens, call the cops. You warned them. Or slip them a letter in the mail when they are not home, warning them of the fines and charges they can face if they don't control their dog. You can make it anonymous, they don't have to know its you. And if they make no changes, then you gave them a warning. There's no need to feel bad. You asked for some courtesy but they couldn't do that, so you have to do what you have to do.

I would call the police.Your neighbor already knows their dog is barking all the time. They don't care.As their pettiness has all ready proved that to you.Save your self the headache of a confrontation.

Talk to them, but don't mention calling the cops just yet. Be nice and see what happens, then go from there
