I don't think you can squeeze Core 2 Duo into that budget, if you were going to spend $150 more, then sure. Remember that if you upgrade, that means new RAM, too...

Since you're not doing much heavy multitasking (games don't really benefit from dual core yet) You're probably best off going with a fast Athlon 64 for the lowest cost solution. Even a single core 3800+ will be light-years ahead of your current P3. Still, AMD's X2 doesn't cost too much more, maybe go with an AMD dual-core if possible.

For video card, probably an Nvidia 7600GT (around $150) or 7300GT for a little less. Those cards will handle newer 3D games nicely, and the next jump in performance comes at around the $275-300 mark, which kills your budget. Do NOT waste money on any $99 cards, they will be crap (unless you can find a used 6800 or something)

Here's a link to some barebones systems, you can get a feel for pricing- don't know how much it will cost in Singapore. OUCH! The exchange rate to SGD is brutal :(
