Citizens of Bhutan & Nepal do not need a visa to visit India.
Citizens of Maldives, Mauritius and Sri Lanka can visit India so long as they have a valid passport and return ticket. There is a limit on the stay period.
Citizens of all other countries need visas.
Foreign nationals of Indian origin who have Dual citizenship (India) or PIO cards do not need visas.

Except Nepal, need a visa when travelling to India from any other countries.

You definitely need a visa to India. I dont think there is "Visa on Arrival" concept in India. It probably will be wasy to get a visa to visit india on business or tour, but a little lengthy to get a work visa.

well if you have a passport you are free to go. but i am not so sure if you need a visa. but you should take it incase of an emergency.
