In our company we do employee of the Quarter. Everyone in the company has the opportunity to nominate someone. Then we have a team that reads the nominations and selects the winners. We have very specific criteria:
Process Improvement: Has the person helped improve a company process to save time, money, etc.
Amazing customers: Has the person done something to amaze internal and or external customers.
Positive Attitude: does the Person display an enthusiastic attitude
Encouraging communication: Does the person encourage others and acknowledge the contributions of others.

We have a few others, that are unique to our company. But basically we are looking for specific behaviors that improve the culture of our company as well as the business. We do a great job of empowering our employees, and basically we try to recognize those who use that power to help us reach our goal and also to empower others.

Chose the employee who you think is the "best" using only work-related aspects.

The hardest part of the choice - keeping the choice work-related with *no* personal bias, and keeping actual track of those aspects. When making your final choice, don't just say they've won the title, tell them (and everyone else) *why*.

Here are some examples of aspects to look at (in no particular order or priority.) It's definitely not a complete list.

1) cleanest/most organized code
2) most work completed
3) least buggy code
4) flexibility in hours worked (whether quantity or time-of-day)
5) communication (with supervisors)
6) communication (with peers)
7) communication (as a supervisor)
8) time taken to complete work
9) searching out extra projects once all assigned work is done
10) cleanliness of work area
11) helping other employees with issues/questions
12) least bandwidth used at their station
13) most efficient code
14) most client-questions answered
15) most client-issues/requests resolved
16) highest client-satisfaction rate

Et cetera. :)
