First windows 99 is not a thing he he, There's a 98 and a 2000 though. I would recommend checking your specs.

(Right click my computer on the desktop to see your operating system(version of windows) and down at the bottom you will see a processor speed and ram. If the ram is less than 128 you need to bump it up (buy ram at staples, office depot, etc.) Also this should list the processor speed if it;s less than 700MHz that could be the issue, if it is less then 700MHz don't bother with 128MB memory part this computer just isn't going to be that fast. If the processor is 1.something in Ghz you should be fine as 1000MHz is 1 GHz.

If your running windows ME(millennium edition)that is the issue, it's in my opinion the worst windows operating system out.

I hope this helps you:)

They can answer all your questions and fix anything wrong with your computer but it takes patients. Personally 99 dell I'd say can it and keep what parts you need. The is much too old of a computer and its probably running sad RAM.

If you have the installation cd, you can clean erase your computer and install it afresh.
