My guess would be Texas ( I am British, so Im probably wrong)...

Size wise-Texas is next- yet if the judicial system would move faster and rewrite some of those policies, we would kill more of them.... I think an old fashioned line up and shoot them 10-20 at a time would send a strong message. I have zero tolerance for this sort of thing... I believe that Jail is HELL and you should be treated like your on the sixth level while there. They should be self contained-grow their own food and do hard labor for the State or County that houses that prison. Be on Solar power- sun up to sun down your in the yard working with three meals and an 90 minute break for a 10-12 hour day. NO Federal employment rules should apply those folks.

Yet apparently that's not humane. OH well... 10+ years on Death Row- you should be DEAD, not getting a law degree on my tax dollars. I went to college near the Maximum Security prison in Huntsville Texas, and there were a chain gang of four men attending my class for credit. That pissed me off!

California has a lot of crooks that live in Sacramento. It's called the California state senate, state assembly, as well as Representatives to the House, and the 2 biggest crooks of all, Barbara Boxer and Diane Feinstein.

it is now texas since all the criminals got blown out of new orleans. poor houston has to suffer the post katrina crime. Michigan used to be the worst and washington d.c. was really bad a few years ago

I'd guess either Texas or California. Probably Calif. since I don't think they have the death penalty.
