the + and - is to say which DVD is compatiable with which processor. Neither are better than the other, but +R is LESS compatible... I always buy CD and DVD -R.
Why is -R more compatible you ask?
The DVD-R media are officially approved by the group called DVD Forum, and the DVD+R are not. The DVD+R media are supported by the DVD+RW Alliance. So since "+" has not been approved most DVD companies like to go with the "-" because it seems to be the standard.
F.Y.I. I usually don't buy RW (re-writables) because they produce low quality and you are more likely to loose your data...
The answer from "The Lunatic" is true too, but just the start of it... :O)

DVD-R = written in one layer
DVD+R = written in multiple layers (More Storage)
DVD+R is better but more expensive.
