Well... start thinking about yourself and the people around you or the people you encounter. What does it mean to be a citizen? What does it mean to be a citizen in the USA? How is being a citizen here different from some other places you can think of?

My suggestion is to do the paper on the electoral college. The subject is limited, yet substantial enough to make a good paper.

why not try writing about what the requirements are for becoming an american citizen...like getting a green card, etc. and how long it takes before you can become a citizen.
