who signed for the abolition of capital punishment for the crime of Treason only in 1998

...nothing to do with the fears of his Party then?

What you say is true but irrelevant.
As the UK is a member state of the European Community,under the rules of the EU,capital punishment was already banned.

the four london suicide bombers should have been tried for treason in their absence. maybe some spies who have contributed to the death of british people or any disadvantage to britain compared to it's competitors. but capital punishment would seem a bit harsh and even for that and may be open to abuse. better that it is no longer there as a sanction available to a government.
