The "active ingredient" in pepper is an oil. These capsaicinoids have no flavor or odor, but act directly on the pain receptors in the mouth and throat.
Oil doesn't mix in water, so water doesn't remove it effectively if you are trying to cool your mouth down... in fact, the water will just spread the oils to a greater surface area in the mouth and make it hotter.
Bread, rice, or tortilla is more effective because it absorbs the pepper oils.

Wow, I have recently been doing a lot of research on this, so I will tell you what I know!! Here it goes:
How to eat and enjoy chili peppers without the burning sensation:
The burning sensation when eating chili peppers is caused by the chemical called capsaicin that is concentrated in the pepper. To prevent the burning sensation that comes with eating chili peppers, one must avoid cooking and eating the veins or seeds.
Whatever you do do not rinse your mouth with water. Dave DeWitt in The Chili Pepper Enc. tells us capsaicin is not soluble in water.
According to The Chili Pepper Institute at New Mexico State University, the best solution is to consume a dairy product such as milk or yogurt, which contain a substance that strips away capsaicin from the interior cells of your mouth.
Even if you drink a gallon of water, this will not take away the burning sensation!!
This is because water will wash away the mucus that coats the inside of your throat and mouth. When you eat daily products such as milk or yogurt, this takes away the capsacin that is lining your mouth. . and it also coats your mouth again with that mucus, instead of taking it away like water will.

Because a cold drink only brings very brief relief but intensifies the heat within seconds. It's best to cram your mouth with soft bread, rice or mashed potato to rapidly absorb the sting - which will completely subside within 2 or 3 minutes.

The water washes away mucus in the throat, exposing sensitive tissues to the heat of any remaining chili. If you want to get rid of the heat, use something that is both good at dissolving flavour compounds, and won't damage this lining, such as milk or ice-cream.

I've heard that the water spreads the capcacin (the "hot" chemical in peppers") around in your mouth, making it worse. For some reason, milk cools down your mouth faster and better than water.

apparently it aggrivates the chilli and makes your mouth feel hotter. milk or something similar will cool down the effects of the chilli.

Cold water will close the pores on the tongue trapping the capsaicinoids (hot stuff) inside. Conversely, warm water will help clear them from your mouth more quickly.

the heat in the chillis is like embedded on your tongue like little spikes....when you drink water, it contracts the taste buds around the spikes and makes them stand up....milk makes them lay down....something like that anyhow!
