this is confusing to generalise as human beings variety even retarded ones. all human beings has fee and a few of those babies and people who stay by adulthood even into previous age are a blessing from Heaven. The earth is the advantages for guy as God's Kingdom would be in the international with Christ ruling after he has Judged the residing and the ineffective. Jesus mentioned,"different than you grow to be as a newborn you will in no way enter the dominion of heaven" it is the dominion from heaven Matt 18;3. Luke9; 40 8.Human satisfaction is unacceptable with God. Retarded babies would be a contemporary to families and a reminder of the want for humility.
