Ok I know I asked a weird question, but i am looking to fill a vase with something that I can put fake fish in to make it appear as if they were floating/swimming. That or bangle bracelets. I was thinking hair gel- but wouldnt that just let the items fall down? If you have any idea- i would be glad to hear them!

I would really like if the items dont move, so water would be out of the question.

If you want the objects to be locked in place, but still visible (suspended in something transparent) then you could use epoxy. Just make sure you test it, because certain epoxy solutions will "eat" or melt some plastics.

You can also consider using clear silicon gel.

And lastly, you could try and use Aerogel. It's the least dense solid ever created. It's mostly air and used at NASA for various experiments.

Hi. Have you thought of using very fine thread? If you used a small plastic fish you might be able to convincingly superglue a few.
