Break the stone as follows:
27kg, 9kg, 3kg, 1kg

Now to weigh different amounts, you can put weights on one side or the other plus the item to be weighed.

For example:
1) 1kg = (item)
2) 3kg = (item) + 1kg
3) 3kg = (item)
4) 3kg + 1kg = (item)
5) 9kg = (item) + 3kg + 1kg
6) 9kg = (item) + 3kg
7) 9kg + 1kg = (item) + 3kg
etc.
34) 27kg + 9kg + 1kg = (item) + 3kg
35) 27kg + 9kg = (item) + 1kg
36) 27kg + 9kg = (item)
37) 27kg + 9kg + 1kg = (item)
38) 27kg + 9kg + 3kg = (item) + 1kg
39) 27kg + 9kg + 3kg = (item)
40) 27kg + 9kg + 3kg + 1kg = (item)
