Well first solve one of the equations for Y or X:
In this case lets solve the first equation for Y:

3x + y = -7
y = -7 - 3x

Then substitute -7 - 3x in for y into the other equation:
-3x + 6y = 4
-3x + 6(-7 - 3x) = 4
-3x - 42 - 18x = 4
-42 - 21x = 4
-21x = 46
x = -46/21

Now substitue x in either equation to find y
Lets use: y = -7 - 3x
y = -7 - 3(-46/21) = -3/7
