Get the NVQ 3 first then talk to Cybiau Plant Cymru in Wales, for the English childcare link. If you can take some business classes as it will help to run the organisation. Ratios depend on age 7-11 it is about 1:8 with babies as much as 1:1, over 11 another.
It can be done but you will ned help, but it is out there, best of luck.

having set up my own business i would say just get researching, researching, researching! contact you local business link and any enterprise agencies in your area, plus there's tons of info you can find on-line about starting a business.
i don't know much about running a nursery, but my daughter has attended private nursery - all i can say about that is to build a solid team of staff who are caring, responsible and reliable (which may sound obvious, but is sometimes not the case).

I've never had anything to do with nursery's but i am in the process of starting my own business.

Try this link to Business Gateway www.bgateway.com. They offer free advice and there is the possibility of a grant to help you.

Although I have no experience in this field I think you'll find the link helpfull; http://www.businesslink.gov.uk it is a government help site and contact centre for all things to do with starting and running your own business, from the phone number provided you could find out legislation etc.

the best advice i can give you is to contact the state licensing board in your state. they can give you all the correct info you need, all so if there is a current association for childcare in your area they can be a great support group.

my mom and i had a licensed day care in Galveston county, Texas for 21 years, in fact she was the 1st licensed center in the area and she also started the county childcare assoc which continues to this day.

Go for it , but be really careful about who you employ - they can make or break the reputation of your business
