i need answer for my research work next week. :)

Justice is recognizing that everyone deserves to be loved at least to a certain degree, whether they or others believe it or not. Loving someone the minimum, for instance, loving them enough to give them a fair trial after brutally murdering many people, is justice. Loving someone enough to try and help them understand how little love they are showing.

In recognizing that everyone deserves to be loved, being able to forgive for most things, for example, instead of scolding a child who has just broken an expensive vase, knowing that the child already feels bad for breaking it, showing the child love with a hug and saying "its ok" is the maximum of justice, because in the long run, your love for that child is more important than the vase.

If the statement is taking justice to mean equity, then;
Justice as the minimum of love would mean that Love is founded in equity, i.e., love is a mutual give and take with neither party taking advantage of the other. And,

Love being the maximum of justice would mean that justice, or equity, can find no higher attainment than the mutual give and take intrinsic to love.

Never heard of it but my guess would be that when in love there is no justification or explaination required. Hence if someone is asking for an explaination then it amounts to minimum love.

On the other hand when you totally love someone then that would amount to the maximum of justice you could do towards the person concerned.ie to say no cheating or manipulating. just plain and pure love.

You might be interested to know, as one of those small things one writes in a paper to spruce it up a bit, that in the book 1984, by Eric Blair, what is usually known as the Ministry of Justice (or Justice Department, in the USA) is referred to as the Ministry of Love. Interesting, huh...?

It means flawed notions and mis-perceptions. In reality, the statement is undefined. It may mean something, but the meaning is undetermined....to be realized maybe in the near future...but essentially since the statement makes no sense. It is rendered retarded by social standards and therefore has no meaning in code logic and should not be taken seriosly.
