Has is present tense , second person. "He has a cold."
Had is past tense. "I had a cold yesterday."

"Have" is first & second person, singular & plural, present tense for "to have". "Has" is third person, singular, present tense for "to have". "Had" is 1st, 2nd, 3rd person, singular & plural past tense for "to have".
