Please believe me when I say sew.....I used glue on feather boas once to trim angel wing and it was the biggest mess I ever created.

Either would work. If the costume is going to get a lot of wear, however, I would sew.

It depends - do you want to keep the boa for further use - if you do then sew it on but only at pressure points!@

I would definitely suggest sew, so that you can take it off if you ever want to. Plus you nver know how glue will be when you wash it, iron it, dry clean it, etc.
