The scroll lock key is intended to temporarily stop the scrolling of text or halt the operation of a program. Today, many programs commonly do not utilize or function properly with this key.
However, an example of a program that this key may still commonly be used in is Microsoft Excel. Users can press the scroll lock key to move the window without moving the selected cell or visa versa.

This key was in use at a time when you were probably not yet born.
It was used on passive text-only terminals (usually 24 lines X 80 columns) to stop a program's output by locking the serial line transfer (because the scrolled text would disapear forever). Today this is completely irrelevant in a windowed environment (with scrollers and a mouse, etc.) this is why the key is not managed by (almost?) all programs.
