the picture goes from your camera to your computer, and unless the computer sends it anywhere else, like writes it to a videofile, or sends it off to another computer, it transcends into bit nirvana...
no seriously... the light is on, because your camera is permanently watching you, but the picture is not sent anywhere. this is so, because the electronic components can run without much wear, and the power is free, or rather, it is taken from the computer... so they just have the camera running instead of building in an off switch... thats a mechanical device, and compared to computerparts, it is vastly expensive.
there is probably a way to disable the camera by software, most likely somewhere in the configuration tool...
if you cant find one, and you are uncomfortable about it, just unhook the damn thing when you dont use it, or put a cover over it.
