Same height as your Dado Rail.
Actually the right height depends on what effect you want to achieve.
You can put them high up, and limit the travel of the curtains, to produce a 'big top' look (although you need to consider the extra strain this places on the inner edges of the curtain fabric).
Or you can place the tie-backs low down, with limited travel at the curtain rail, for a 'galleon' effect (the drawback here is the amount of fabric that will cover the window area, restricting the daylight that comes into the room.
If you let the curtains travel to a fully open position, the placement of the tie-backs will change their 'swagging' effect.
Usually, more swagging (tiebacks high, or far apart; pleats converging towards ties) is considered kitschy, while less swagging (tiebacks low, loose or closer together; pleats more parallel) is regarded as more elegant.
The actual look is governed more by the other furnishings (high ties can look odd with low or mainly horizontal furniture; low ties can be lost behind high furniture, but this can give elegant lines) than by 'rules of thumb' about placement.
The best way to place them might be to roughly draw (needn't be great art) the effect of several schemes, with furniture etc, to find out what your own reactions are.

Now I have these and I have very big windows, 3 metres wide and 1.75 metres high. I don't go along with the half way uppers. It does depend on what you personally want to achieve in the way of a look, good advice there from a number of people. My own preference is for the tie backs to be positioned 1/3 of the way up the curtain from the floor. My other bit of advice is that you need to establish where the the two outer edges of the curtains are going to drop at the side of the window. You don't want the tie backs to pull your curtains beyond this vertical line as you will then not have a nice straight drop at the edges.
Have fun, remember it's all in the eye of the beholder and what you think looks good, and are happy with, is all that matters.

I have read the others, and most are OK.
Get someone to hold the tie-backs until you are satisfied.
It would be a good chance to take that ridiculous radiator under the window and put it in an intelligent place where it should have been in the first place..........Behind the door where furniture cannot be placed.. You can then enjoy the heat in the room with the curtains closed, and be admired by you and your friends

this may come to you as a surprise... but there is really NO regulation about the 'height over floorlevel of curtain tie back clips' AT ALL.
and since we speak of curtains, i.e. rather lightweight material, there are neither any structural or static concerns to be considered...
in other words, put the damn things whereever YOU like them best.

There is no hard and fast rules. It depends on what you find pleasing to your eye. About half way seems to be the most popular but I have seen it done quite low and it looks good also. Try a few looks before you screw in the tie back hook permanently.

near enough to half way the best thing to do is put the tie back around the curtain and get someone to hold it then look to see if it looks alright then mark the spot

There is no set height, it depends on the length of the curtains, but between 3' and 3'6" would be about right.

Depends the size of window, the weight of the fabric, the look you are trying to achieve.
Just get someone to hold them for you at varying heights while you stand back and get a good view of how they will look.
