Many analog watches are set to 10:10, because it shows off the hands attractively and does not block the space at the top where the manufacturer's name is usually placed.
Digital watches, of course, are a different matter.

Because when the time is set as 10:10, it found to be symmetrical and does not any of the dial. so the manufacturers fix the time like that.

The answer about smile is right. When the hour and minute needle are at 10.10 it gives the impression of a smile. It is a positively visualized advertisement strategy of watch companies to set a 'smile' that way.

Not necessarily...I've just recently bought a new watch, and the time wasn't set to 10:10... Don't know, maybe it was just coincidence for you?
