No. First, they're just talking. Second, at 17 she is legal for even sexual relations in every state I know of.
ADDED: OK, I found a site that lists age of consent state by state.
Here are the ones where age of consent is 18 - and even these states often have allowances depending on the age of the adult involved.
Arizona
California
Delaware
Florida - The age of sexual consent is 16 for adults who are
under 24 years of age, or if the adult that is 24 years of age or older is married to the minor.
Idaho
Massachussetts - 16 If a minor 16 or 17 years of age is a virgin, sex is illegal (Chapter 272: Section 4. Inducing person under 18 to have sexual intercourse).
North Dakota
Oregon
TENNESSEE 39-13-506. Statutory rape. (a) Statutory rape is sexual penetration of a victim by the defendant or of the defendant by the victim when the victim is at least thirteen (13) but less than eighteen (18) years of age and the defendant is at least four (4) years older than the victim. (b) If the person accused of statutory rape is under eighteen (18) years of age, such a defendant shall be tried as a juvenile and shall not be transferred for trial as an adult. (c) Statutory rape is a Class E felony.
TEXAS The age of consent in Texas is considered to be 17 years of age, however, until the minor turns 18, he or she can only have sexual relations with someone 2 years older.
UTAH 18 The age of sexual consent may be lower at 16 as long as it does not involve force?
VIRGINIA A person 18 and older having sex with someone age 15, 16 or 17 faces a misdemeanor, punishable by up to one year in jail and a $2,500 fine.
Wisconsin

She can talk to him all she wants. If she start having sex then it could possibly be a different story. However, ,with her being that close to 18, I really doubt anyone would do anything to her. My sister started going out with a 31 year old guy before she was 18 and the court system said if my parents couldn't prove she was having sex they wouldn't do anything. Well, she was living with him. Then by the time they got everything together the court said she turned 18 in 3 months there was no point. She is 20 now and just broke up with 2 months ago and went running straight back to my mom and dad. It will all work out in the end. But I doubt the courts will do anything but if she is having sex its worth a try right?

My my my... what is this world coming to? A 21 yr old male might now be prosecuted and emprisoned for conversing with a minor female? Will it soon be that men are not allowed to breath in the same air a female breaths?
I wonder if this same thing applies to adult females who converse with a minor male?
Heh, I hear a lot of people say "no, because its a woman. Women don't do that sort of thing...like what guys do."
Its bad enough that men are ultimately preceived as "guilty" by whims of an allegation. For the past 10 years, adult males never receive a fair trial, nor due process of law.
Many cases involving adult female child predators... are downplayed, given a much lesser sentence. To be frank, a lot of women who do the crime, will not be charged. Prime example of that school teacher who raped a kid numerous times, and had also raped other kids as well. But then she gets to marry her victim? This is sick. Had it been a man? He'd be hung, and if not castorated, beaten beyond recognition. He'd most certainly lose everything he worked hard for.

Nope flat out. Even with proven sexual intercouse. Every state has sag. laws and by the time one turns 17(in some 14/15) no matter what state theres nothing anyone can do but them. Also there would be apart about the age difference and most states it's 3-4 years and thats 3-4 years..........sorry you cant help her.

NO, he can't be put in jail, even if they were having sexual relations. 16 is the legal age of consent to have sex so if she is 17 turning 18 soon their isnt much that can be done. Plus, there isn't that big of an age gap so you cant put him in jail.

It depends on what state you are in and how strict they are and if the parents file charges. To be on the safe side, she needs to put this on hold until she is 18. Easier said than done, but some 17 year olds are considered to be adults in some states when it comes to decisions like this, and other states will prosecute to the fullest.

What state do you live in? All states have different guidelines. While the 'norm' is usually 18, some states start as low as 16, making it okay to have a relationship with older men. Look up YOUR states law on the subject!

Absolutely not and as she is so close to the big 18 she is free to do as she chooses. Only a 3yr age difference nothing abnormal here, both are young adults.

Depends on your state. In many states, the "legal age of consent" is 17 - provided that the partner is less than 5 years older.

i think talking is ok bc even you you talk with some people who are older than you, she is not stil a baby but already in mature way; if u are talking about her age of under 18 no it's legal as the government said that girls can do what ever they want if they reach 18. but for my knoledge you can tell her to downshift her lifestyle bc time wil cam effectivelly to do so.
