I heard that phosphates can cause algae, so I thought it must be food for it. In which case I thought it must help lesson the phosphates in the water.

one of the key components of any fertilizer is phosphates. any plant will use phosphates to grow. algae is a plant and will use any available phosphates. Most of the time a phosphate problem causes a huge algae bloom (just too much phosphate to be used up by a little bit of algae). if your tap water contains phosphates i would recommend using a mixture of distilled and spring water.
