Let's examine chairs per person in westernized, non-third-world countries. I'd say there are probably on average 20 chairs per person (just think of all the chairs/seats at event venues, school gymnasiums, etc.). In third-world countries I'd bet the average is more like 2 per person. I'm pretty sure that I've seen figures on the world population being 50% third-world. So then based upon the current world population of 6.5 billion. Let's do our math:

6.5 billion / 2 x 2 = 6.5 billion
6.5 billion / 2 x 20 = 65 billion

65 billion + 6.5 billion = 71.5 billion chairs (give or take)

Approaching 6 Billion chairs no more no less. The world can only accomodate 6 billion people, so the number of chairs required to seat 6 billion people must also be approaching 6 Billion.

Well as I heard the riddle first, the answer was 1/4 the number of chair legs. This answer is spoilt by the invention of swivel-type office chairs that only have one leg, so I guess you had best start counting.

consider firstly that there are more chairs to people in western civilisation and less in pov places ( india comes to mind )

also you need to 'define a chair' because i can sit on by bed and i can sit on a desk and i can sit on a stool but what makes it a chair
and do longer chairs that could seat 5 - 10 people count as only one chair?

remember hospitals, dentists, jails, workplaces, churches, homes, theaters, cinemas, parks, theme parks, boats, caravans, court rooms, bars, chair factories, cars, pools, public chariums, ooh chair lifts, real estate agents offices, sperm banks, grave yards, funeral homes, tall ships, tanks, hotels and motels, some supermarkets, schools, trains, trams, busses, elephants
the list goes on...
