At present basement wall has insulation in a plastic tube & only covers the upper 4 feet of the wall. Plan to inulate the lower 4 feet then add a vapour barrier on the inside. Should the plastic sheet between insulation & concrete wall be removed & only have plastic vapour on inside or warm side?

vapour barrier always goes on the warm side of the walls, putting it on both sides of the insulation will cause condensation which in turn will make your insulation turn into wet mush, lowering your R-value, and eventually rotting the wall.

Only one vapour barrier and as close to inner walls as possible. Therefrom the vapour comes and walls must be allowed to breathe and dry outwards.

'The vapor barrier should always face the heated, or room, side. Do not place vapor barrier on both sides of insulation or condensation will form and damage your walls.

you could have a potential condensation problem,which in turn could ruin your insulation.Vapour barrier WARM side only!
