My point is, let's make these cultures realize that we will not attack but our reponse to an attack will be "catastrophic".

North Korea has very little support in the world at this time. To start making threats against them might rapidly change that fact. I am not a fan of the UN, but many in the world are. The diplomacy option should always be exhausted before military action is undertaken.
