the design and construction is the hard part. you will need either a set of on line tools for the construction or a full web design software package like dreamweaver or microsoft frontpage. to keep it from being hacked, all you have to do is lock down the server hosting the site. don't make security too strict or you could prevent people from even viewing the site.
