My husband will be released soon, on probation or parole, not sure which, will he be able to move to TX with his family from MS.

Does he have any family currently living in Texas? If you or his parent(s) are already living in Texas when he gets released, the transfer should be approved.

He will need to be placed on probation in MS, and then ask his Probation Officer to apply to the Interstate Compact to transfer his case to TX.

He would have to speak with either his parole or probation officer and ask him/her if that move is possible. If it's not then he's just going to have to stick around until his term is over.

Your husband will have to ask his parole/probation officer that. If he's not allowed move, then he shouldn't chance it because he'll eventually get caught.

if he is being paroled, that means he gets to leave prison but will most likely still be on probation. which means he cannot leave the state.
