The oils from the tar and nicotine have been placed onto the leather itself. Try saddle soap--dry it and then oil it with mink oil. I would also soak the liner in in fabreeze a couple more times.
btw--taking it to a dry cleaner: they use a solvent that strips the top coating of the leather a bit and then they may redye it...I wouldn't recommend it.

You need to take it to a cleaners. They can clean the leather. Cigarette smoke leaves a brown colored film on everything it lingers on. That film is much like resin from the tar and smoke. That needs to be taken off the leather for the scent to be diminished for good.

Have it professionally cleaned. Take it to a dry cleaner that specializes in leather.

If the person is a smoker, I will know immediately... unless they overuse perfume/cologne... You can't smell the smoke because you got used to smelling it? Like when a homeless guy doesn't notice that he stinks.

You can always rub it with bounce dryer sheets. They seem to work well. Or try to put it in a closed area or box with dryer sheets for a little while. (Its good to keep a bounce dryer sheet in drawers to keep the clothes smelling fresh.
