Because to enter a beauty contest you need Pride and the ability to cry manically and gush over the contestants. The amount of people there would breed a jealous atmosphere.
The above are emotions - so that rules out the Vulcans.
The Klingons do not enter because they are a warrior race and their pride and self worth comes from battle.

Hmmm....I would love to see a hot Vulcan girl participating. Not sure about a Klingon girl, though. That ridged forehead just won't do, I'm afraid.
