The previous answer shows you how to install the settings manually.
The only reason is possibly you had a replacment or a sim update for something recently, which may reset you settings, its rare but it happens. Check that you can recevie MMS too. If that works... Its more then likely the picture you try to send could be too big for the network to send. If you can't recevie MMS, this means you need your settings re-installed. There is not a fault with your phone, its just needs the settings re-entered. If you don't fancy doing manually using the info of the previous answer, you can ring 150 and they can get the settings sent to you over the network as a text and then you just need to save and follow the prompts, which customer services should talk you through.
