i know some one who is 28 and still vergin is that normal? even she hasn't get kissed what shall she do

I guess it can be normal for some people, but the majority of men and women have sex way before this age. There is nothing wrong with this if she is waiting on giving herself to the right man. Atleast she doesn't have to worry about STD's or pregnancy right now.

well hey i mean they made a movie about a 40 year old virgin
but it's all up to u if dont wanna be u just gota get your self out into the world and make people notice you and i bet that there will be someone that would wanna go out with you then gradually just make the next move but i wouldnt suggest telling her all the facts let her bring it up first or him sorry my mistake no offense but i dont wanna offend anyone so better safe then sorry!

She shouldn't do anything till she's ready...There's no set age limit to loose ones virginity...or be kissed...it's all a personal choice...

No it is not normal... She may have had a traumatic experience earlier in life that is keeping her from enjoying intimacy with others... Be her friend... Maybe she's seeing professional help, maybe you can suggest it at some point...
