Electric is very expensive when used for heating you'll be better off with a portable gas heater, that way you'll know where you stand on bills and costs.

heating and air conditioning are figured the same way; by square footage, and the amount of change needed in the temperature from the ambient (outside) temperature. If the flat had no heat in the first place, it probably doesn't have insulation either... and yer gonna need it. Period. There's a myth that plaster walls delete the requirement for insulation; don't believe it.
One of yer previous answers suggested finding out about grants and stuff; also, your energy suppliers (electric and gas) can usually help you with free energy audits, which tell you what you need to know.
Good luck!

Don't go for under-floor heating! It's expensive to install and run, wasteful, almost impossible to control and will make it more difficult to sell the flat when the time comes. Choose electric radiators with individual controls if you must have electric heating at all.

I found it very dear to run. I took out all the stroage heaters and put old filed ones in. It brought the bill down by a 3rd.
