Dictatorships are really subjective. There is no definite answer to this one.
For example, in Venezuela, followers of capitalism have accused Chavez of being a dictator.
Its really hard to pinpoint countries with dictatorships. Many countries follow a monrachic system, but they also have a separate system of government. Therefore those are also subjective

As of January 2006, Canada is no longer on that list of countries. The Liberals were finally voted out by a public sick of Liberal incompetence and crime and no longer scared by Liberal lies about the Conservatives.
