Attica was a prison in NY State that staged a riot in 1971 over conditions. The cops chose not to negotiate with the prisoners and staged a massive counterstrike, killing many prisoners and their hostages.

It wasn;t handled properly and (at the time the movie takes place) was still a sore spot.

Al is inciting the crowd to be on his side and points out the potential brutal tactics the police will use to end the standoff

I saw the movie years ago, although I remember the scene where he's yelling Attica! Attica! I don't exactly remember why. I know that he was making a statement and posibblely trying to start a fight or riot. Here's a brief history of Attica maybe it will help:

"On Monday morning, September 13, 1971, an uprising by prison inmates of the Attica Correctional Facility, a maximum security prison located in western New York, ended in the bloodiest prison confrontation in American history. Five days earlier, thirteen hundred prisoners had rebelled, taken over the prison, and held forty guards hostage. Issuing a list of demands—including calls for improvements in living conditions as well as educational and training opportunities—they entered into negotiations with state officials. The negotiations failed and state police and national guard troops seized the prison; in the course of taking it over they killed forty-three individuals, including ten hostages. "

Howard, the security guard has an asthma attack, so Sonny releases him when Moretti asks for a hostage as a sign of good faith. Moretti convinces Sonny to step outside the bank to see how aggressive the police forces are. Shouting "Attica! Attica!", Sonny invokes the recent Attica Prison riot in which 39 people were killed, and the civilian crowd starts cheering for Sonny.

He was referring to the Attica Prison riots in an attempt to create some solidarity with the crowd outside the bank where he was holding several people hostage.
