Skirt around the edges, drop a few hints and see what happens. If you get a positive response then go fo it. If not back off and remain friends. A few drinks is always a good idea.

If they really are a good friend it should be easy. Just break it to them gently and if they feel the same, all should be ok. Try a flirtatious text message, try and catch their eyes in that special way...

all depends if your old enough to drink or not. If you are, get drunk then you can always use it as a fallback excuse if it doesn't go your way.
