No it isn't.

That being said, I believe that, to some extent, our lives are somewhat determined by genetics. We have innate talents and propensities for certain things. We also acquire skills and abilities along the way that guide us in certain directions or at least cause us to make the decisions we make in our lives.

I believe that the everyday actions of our lives are completely changeable and our lives can spin on a dime. There are some things that will come to pass. Death is a certainty but the when is unknown. Things like losing your hair, menopause, puberty, even things as cultural as getting a driving license could be said to be preordained, but the when is unknown. Also your inheritance probably dictates much of what you are like. I think the nurture part of you personality may not play as big a roll as current psychology now thinks.

Of course not. Life happens when two people decide to have sex and the sperm gets through to the egg. The only pre-ordaining that's done is if the parents are purposely trying to make a baby.

As for being held accountable, you are held accountable to many people throughout life for various reasons. You are mostly just accountable to yourself, though.

I don't know about pre-ordained, but I think we should be held accountable for the things we do ourselves.

Scientifically, it might be possible. However, we don't feel that it is. Therefore it's probably better to assume that it isn't, and that we are accountable for most of our own actions.
