if it's musical - as in ravel's bolero - it's bo-lair-oh with the stress on LAIR; if it's fashion - as in the little jackets that only come to your waist or higher, it's bo-le-row, with the stress on BO - stressed and pronounced exactly the same as in the word bottle.
